Indeed there is an explanation to it. After fertilization, the foetus develops and no matter whether it is going to be a boy or girl, they have both nipples which forms. This can be said to be as if a template. It may be said that everyone begins living as a female in the womb. Nevertheless, if the Y chromosome is present, it will prevent the breast to grow further and the clitoris will develop into a penis. I hope this is the answer to your question.
